How to add meta tags to a website hosted with 1&1, and using website builder plus. Also, how to add Haloscan.?

I have a website hosted through 1&1, and I'm using their internal website creation program called Website Builder Plus. I can't figure out where to add a Meta Tag to have google review my site in full. It lets you add your own codes, but I can't view the page only in html. Also, I'd like to set up a comments system since it's a blog, and would really like to use Haloscan, but I can't get that to work either. The site is www.TongueTacos.Com if you need to view it.
