Who is responsible for the Jewish Holocaust?

Facism in general is not really in charge of the Holocaust. It is the person in charge of the government at the time in this case Hitler. For the most part the civilians of Germany did not know exactly what was going on in the concentration camps. But if I had to pick one of those answers it would be Fascism.
