If you can download Halo3 to your hard drive what stops you from ping it around to other people?

I read the back of my Halo3 box and it says its optimized for the hard drive so I downloaded it to my hard drive now it plays without the disc but I was wondering if I could give it to my friend so he can down load it to his hard drive or is that illegal?
