Why do my stove receptacles keep burning burning up? oven range element burner?

Greetings and 你好 to all from Mount Vernon, WA! I'm Rick, a humble apartment manager and I've got a rather chronic problem. The receptacles.. you know those things that the hot part plugs into... on some of our stoves seem to burn out a lot, and it's always the same group of people. There must be a common behavior or mistreatment that causes this but I can't narrow down what. Thank you SO much for the help, and happy holidays!
